Phoenix has to admit more people have arrived than he'd expected. At least there's a couple other Enforcers; it's a relief, really, as he doesn't like the idea of managing something this big by himself. If he had his choice, he'd focus entirely on the mysteries at hand -- but obviously, he really doesn't.

Stay calm, Phoenix. These are the times where you just have to put on your best poker face and hope for the best. After all... there's a lot more people relying on you and everybody involved to get to the bottom of things in a satisfactory fashion. And if we fail... I don't want to think about it.

He nods to the arrivals, looking calmer than he feels. "Nice to see you guys. We've got a lot of work ahead of us, so we'd better make sure we have a plan of action."

Vivio nodded. "Yeah, that's definitely a good idea. But which team should we have handle it?"

Phoenix crosses his arms. "Well, I'm hardly a fighter; I'm mostly here to deal with the diplomatic issues." "I guess it'd be one of you two; if any of you guys have some people to spare for me while I'm working, though, I could definitely use some defenses."

He crosses his arms. "Furthermore, once we secure the gates, it's not going to be enough just to deal with the top. We'll need to infiltrate, try to find out where all this rabble rousing is coming from in the first place, as well as who's behind the assassinations. Basically, we need as full a picture as possible."

"I'll second that. The general flavor of this seems to be a popular uprising for now, but that doesn't mean that's what it is, and even a popular movement will tend to have a figurehead." Jacqli closed her eyes and seemed to drift away inside her own head. "If you do find the leader, we'll probably need them to denounce the movement, or another one will simply take their place. We can't put this down with brute force."

"Well, I know that Raz on my team is part of the Investigation unit, even if Kirby and I aren't. So he'll be one of the ones doing the infiltration stuff. I guess with that Kirby and I could back him up and help him out if things go bad."

Vivio shook her head. "Of course, we need those gates secured first. How many of them are here anyway?"

Phoenix frowns. "Two, from what I'm told." He looks at them. "Okay, I'm gonna trust you guys to handle this. I'm going to start looking into getting some information in the meantime, starting with autopsies of the assassinated officials. When you guys think the gates are safe, you guys can handle the groundwork. We'll send our infiltrators in where we need to, and I'll handle the talking. And everybody, be careful. This is about as bad as it gets."

"I can send in a team right now-I've got an emergency gate, if were under that much time pressure. But I don't want to over-use it, so if we can send a team in a reasonable time frame I'll withhold it." Jacqli looked at Vivio. "Your call ultimately. How urgent is this?"

Vivio blinked, looking at Jacqli. "Well, I'd say it's pretty urgent, though I think we should be fine without the emergency gate for now if we can get those two gates secured. So yeah, hold off on using that for now while we have those of us who are good at a fight move to secure the gates."

"Alright. I bet I can take one gate with maybe one other person to back me up."

He glanced over the list of agents deployed with them. "Let's say...Lucca-er, Agent Ashtear."

"Guess we've got a plan of action for now. Good luck you guys. Sorry I can't be of more help on this front," Phoenix says, rubbing the back of his neck sheepishly.
